Solar light will charge when a sunlight falls directly on the Solar Panel. But since the battery voltage for a 20 Watt Solar street light is 3.2 V, normal sunlight is sufficient for the battery to get charged.

Yes, to work efficiently a full day's is required. However intelligent sensor makes sure the battery is not fully discharged, so that it can work the next day as well. A bright sunlight is not required as the battery charges with 3.2 V current. If there is a bright sunlight the battery charges faster.

Motion sensors have motion detectors that detect Infrared waves - Heat waves that radiates from a moving object. When the detector senses an object moving across its field of view — especially warmer objects such as people, animals and cars — it electronically turns on the lights.

As these solar lights have smaller panels, chances of lighting strike is less. However the solar light will not withstand lightning if it strikes directly.
